Quality Obectives

To effectively acquire the vision to a safe working environment, emergency and disaster prepared university, Teams and components of the University Disaster Risk Management Unit are committed to meet the following specific targets:

 

As per RA.11058 of All safety and health personnel shall undergo the mandatory training on basic occupational safety and health for safety officers as prescribed by DOLE.
All workers are encouraged to undergo the mandatory 8-hours safety and health seminar as required by DOLE.
Adopt a disaster risk reduction and management approach that is holistic, comprehensive, integrated and proactive in lessening the impacts of disasters including climate change and also improve the involvement and participation of each and every member of PSAU community.
Continuous disaster and safety awareness campaign through seminars, training, and good housekeeping program (sanitation and disinfection) shall be implemented.
Installation of different equipment/implement addressing the Health Safety Protocols of the university.
Provision of equipment for emergency response team such as Personal Protective Equipment, Emergency Kits, search and rescue tools.
To obtain zero casualty rating within every workplace of the University.

Quality Policy

The Pampanga State Agricultural University Disaster Risk Reduction Management Unit is committed to achieve, adopt, develop, promote and implement a comprehensive Disaster Risk Reduction Management Plan under the guidance of Implementing Rules and Regulation of Republic Act No.10121 otherwise known as the Philippine Disaster Risk Reduction Management Act of 2010. The expected outcome of its quality outputs includes prevention and mitigation to different risks especially to disasters or emergencies of local, national, and global concern; disaster preparedness, emergency response, rehabilitation, and recovery.

Functions

The unit is committed to adopt and implement the principles of the National Disaster Risk Reduction Management Council as per Implementing Rules and Regulation of Republic Act No.10121 and Occupational Safety and Health Standards. Aside from providing safety awareness seminars and emergency response drills and training for the PSAU community, the unit is expected to function and respond during times of emergencies and disasters including the health risk issues of local, national, and global concern.

 

The University Disaster Risk Reduction Management (UDRRMU) Unit is composed of the following teams;

3. Emergency Response Safety

    3.2 Search and Rescue Team
    3.3 Fire Fighting Team
4. Medical Team
5. Documentation
6. Salvage Team

Duties and Responsibilities of Personnel

  1. Head - UDRRMU - Organizes the University Disaster Risk Reduction Management Unit (UDRRMU); provides training to all members of UDRRMU; develops the Emergency Preparedness Procedure based on Rule 1040 Health and Safety Committee and 10121 – Philippine Disaster Risk Reduction and Management Act of 2010; and conducts a Fire and Earthquake Evacuation Drill periodically.
  2. Safety Officer - Review results of incident investigations and implementation of accident preventive measures. Has the responsibility to promote and implement safety rules and guidelines within the university.
  3. Medical Team - List of medical team: Doctor, Nurses or trained first aider ready to assists and provides treatment/ first aid application to victims of disaster; maintains a list of trained First Aiders from nearby companies/colleges/universities/school/ agencies for possible assistance; maintains a list of Hospitals, contact numbers and persons in case of an emergency; victims who require further medical treatment or hospitalization shall appropriately be evacuated in coordination with the Evacuation Team. Downloads to the UDRRMU existing and updated Health Protocols for the compliance of the University.
  4. Security Team - Provides security, peace and order, crowd management in the evacuation sites; secure the buildings and its premises; maintains a list of contact numbers of the local near Police Station for assistance.
  5. Transportation and Communications Team - Provides operates and maintains speedy, continuous and reliable communications and adequate warning system throughout the period of an impending or existing disaster; maintains an up-to-date directory of all local emergency responders (Red Cross, Hospitals, BFP, PNP, NDRRMC, Ambulance, LGU, NGO etc.)
  6. Emergency Response Team – Composed of three (3) responding components; Evacuation Team, Search and Rescue Team and Fire Fighting Team which are trained and committed to perform emergency safety evacuations, search and rescue operations and fire fighting in occurrences of fire.
  7. Evacuation Team - Determines ideal sites for evacuation before the occurrence of any disaster; responsible in putting safety and directional signage’s in the building indicating where the evacuation area is located; transferring disaster victims or potential victims to safer grounds; maintains a vehicle/s for transport of injured victims that needs further medical treatment.
  8. Search and Rescue Team - Group of individuals or emergency responders who are trained and committed in performing search and retrieval operations.
  9. Fire Fighting Team - Group of individuals or emergency responders who are trained and competent enough to handle emergency situations like fire.
