About
The Office of the Vice President for Planning, Innovation, Linkaging, Land, and Agroecological Resources for Development (OVP-PILLAR4D) is the newest and now the fourth department of PSAU along with the three others: being the Academic Affairs, Administration, Business and Finance and Research, Extension and Training. The Office was born following the release of 2016 SUC Levelling Results which were received by the University on August 29, 2018. Of the 111 SUCs evaluated, PSAU is one of the only 20 which passed and achieved the Level IV status. One of the SUC Levelling benefits for a SUC with Level IV status is that it is allowed to have four (4) Vice-Presidents. Thus, the PSAU Board of Regents (BOR) approved the creation of the OVP-PILLAR4D during its 192nd meeting on September 24, 2018, at the Commission on Higher Education (CHED) Central Office, Diliman, Quezon City.
Goals and Objectives
It was created to assist the University in its ultimate goal of attaining fiscal growth by pursuing projects and activities in partnership with the private sector, all aiming to supplement government funding. The OVP-PILLAR4D would endeavor to improve the University’s local, national and global reach and brand positioning for its chief objective of achieving institutional development, benefitting the three other departments of the University: Academic Affairs, Research, Extension and Extension, and Administration and Finance (Figure 1).

Work Stream

The Innovation Center for Agroecology, Climate Change and Agripreneurship, and three (3) divisions, namely: Planning and Project Development, External and International Affairs, and Land and Agroecological Resources Management will make up the OVP-PILLAR4D (please see the proposed revision in the PSAU organizational chart). Each office will be headed by a University Director who shall receive direct instructions from the Vice President for PILLAR4D. All four (4) Directors work together (Figure 2) to acquire and manage other sources of funding and other resources to support new and present PSAU initiatives by linking up with resource providers from the public sector, non-government organizations, industry alumni, friends, and other stakeholders.

Functions
- Supervise the six (6) units composed of the Planning and Project Development, External and International Affairs, Alumni Relations, Land and Agroecological Resources Management, Business Affairs, and Innovation Center for Agroecology, Climate Change and Agripreneurship.
- Responsible for overseeing and reporting on the quality and consistency of the university provisions and outputs and the efficiency and efficacy of the university processes in achieving its mission.
- Take charge of long-range planning for and generation of funds for development programs and projects of the University.
- Develop and implement programs for expanding the financial endowment of the University through donations and grants.
- Coordinate with various units of the university in pursuit of opportunities for resource generation.
- Provide strategic leadership in effective and efficient management of the University land and other agroecological resources to build resilience for communities and natural resources in a changing climate.
- Ensure that PSAU developed technologies are actually commercialized, turned into start-ups and brought to the market.
- Perform all other functions or projects as may be assigned by the University President.
