Beneath the sweltering heat of the May 16, 2025 sky, the Pampanga State Agricultural University (PSAU) ROTC Unit marched with pride and purpose—emerging victorious at the 2025 Regional Annual Administrative and Tactical Inspection (RAATI) with a stellar score of 99.52%.
Held at the PSAU Grandstand, the event showcased not just tactical excellence, but also the unwavering spirit and discipline cultivated through months of rigorous training. This milestone did not come easy—it was forged through countless hours of preparation and sheer determination.
The day commenced with the solemn Arrival Honors and a Commandant’s Briefing delivered by MAJ Rogelio G. Isip PA (RES). Messages of encouragement from Dr. Sylvia S. De Guzman, Vice President for Academic Affairs, and an inspiring address from Dr. Anita G. David, University President, set the tone for the cadets’ mission.
The inspection covered key areas vital to military readiness and leadership development. These included administrative inspection, arrival honors, ceremonial parade, inspection in ranks, close order drill, map reading, weapons proficiency, semaphore signaling, knot tying, raid/ambush, first aid and basic life support, and a comprehensive examination—all designed to test the cadets’ discipline, skills, and resilience.
The inspection was conducted by a distinguished panel of RAATI Inspectors, led by Lt. Col. Valentino P. Azarcon (INF) PA as Acting Chairperson on behalf of Col. George M. Bergonia (INF, MNSA) PA. The team was composed of Cpl Pedie O. Pingkian (INF) PA as Acting Secretariat, along with Cpl Bienvenido A. Gallero Jr. (INF) PA, TSg Charles D. Del Rosario (INF) PA, TSg Jonathan G. Gangas (INF) PA, SSg Ermeniglido A. Arcila (ART) PA, MSg Sherwin M. Auson (INF) PA, 1LT Jufet Karl J. Barrientos (INF) PA, CPT Luisito S. Montemayor (OS) PA (RES), and CPT Ricardo P. Villacorta (FS) PA.
The PSAU ROTC Unit’s flawless execution and esprit de corps earned admiration from the inspection team, university officials, and the entire crowd. Special commendation goes to SGT Argel B. Matutino PA (RES), the overall in-charge of the event and coordinator of PSAU ROTC, whose leadership and commitment were instrumental to the unit’s success.
University leadership—including Ms. Mina Lyn G. Alviz, Acting VP for Administration and Finance; Dr. Geraldine C. Sanchez, VP for Research, Innovation, Extension, and Training; and Dr. Lyndon G. Solis, VP for Planning and Resource Generation—graced the occasion, further affirming PSAU’s strong institutional support for ROTC and NSTP. The overwhelming support of the administration, faculty, and staff headed by University President Dr. Anita G. David, deeply inspired the cadets and elevated the significance of the day.
Also part of the ROTC unit that took part in the inspection were students from St. Mary’s Angels College of Pampanga, who are enrolled under PSAU’s ROTC Program. Their performance reflected the same dedication and discipline upheld by the university’s standards.
Heartfelt recognition also goes to the ROTC facilitators: Mr. Alvin Supan, Mr. AJ Aquino, and Ms. Meryl Supan, who also served as one of the emcees alongside Ms. Fatima Supan. Their tireless work behind the scenes ensured the seamless flow of the program.
As the final score of 99.52% was announced, a wave of joy swept across the grandstand—proof that every ounce of effort, every drop of sweat, and every sacrifice made under the scorching sun was worth it. The program concluded with Closing Remarks from Mr. John Paul S. Viray, NSTP Administrator.
This triumph embodies Sustainable Development Goal 16: Peace, Justice, and Strong Institutions, affirming ROTC’s vital role in fostering leadership, discipline, and civic duty.
