PSAU compliance with (Transparency Seal) Sec. 106 of the General Provisions of the FY 2020 GAA.
The Pampanga State Agricultural University posting of the Transparency Seal on its official website is a gesture of its compliance and to support the Administration's focus on the streamlining of government services, with the implementation of Republic Act (RA) No. 11032 known as the Ease of Doing Business (EODB) and Efficient Government Delivery Service Act of 2018, in promoting integrity, transparency, accountability, proper management of public affairs and public property, as well as to establish effective practices, aimed at the efficient turnaround of the delivery of government servies and the prevention of graft and curruption in government. The University strongly advocates this policy shift towards unrestricted access to government information which could be very valuable to various sectors of society for use in programs and development planning for nation-building.

Symbolism
A pearl buried inside a tightly-shut shell is practically worthless. Government information is a pearl, meant to be shared with the public in order to maximize its inherent value. The Transparency Seal, depicted by a pearl shining out of an open shell, is a symbol of a policy shift towards openness in access to government information. On the one hand, it hopes to inspire Filipinos in the civil service to be more open to citizen engagement; on the other, to invite the Filipino citizenry to exercise their right to participate in governance.
This initiative is envisioned as a step in the right direction towards solidifying the position of the Philippines as the Pearl of the Orient – a shining example for democratic virtue in the region.
