Pampanga State Agricultural University (PSAU) welcomed the Civil Service Commission Regional Office III (CSC RO III) for the on-site validation and assessment under the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) on April 30, 2025, held at 2nd floor of the University Food Center. This initiative aimed to assess the university’s human resource systems, competencies, and practices across four core areas: Recruitment, Selection and Placement; Learning and Development; Performance Management; and Rewards and Recognition.

The program began with preliminaries including the National Anthem, Invocation, and an Audio-Visual Presentation, followed by a Welcome Message from University President Dr. Anita G. David. Ms. Maria Regina R. Esguerra, OIC-Chief HRS Policies and Systems Evaluation Division (PSED), delivered an overview and led the validation and assessment with Ms. Marjorie Ann C. Garcia (HRS II) and Mr. Jose Miguel L. Prodon (HRS I). The day concluded with an Exit Conference summarizing initial findings and observations.

This activity aligns with Sustainable Development Goals (SDGs), particularly SDG 16 (Peace, Justice and Strong Institutions) by fostering a merit-based, transparent HR system; SDG 4 (Quality Education) through HR capacity development; and SDG 8 (Decent Work and Economic Growth) by promoting inclusive and effective HR practices within the public sector.
